Washington, 6:00 AM.

The S.H.I.E.L.D. Triskelion was shrouded in a thin mist; it appeared calm, but undercurrents were surging within.

Levi stood on a distant Hill, overlooking the entirety of Washington, D.C.

"It's beginning," he murmured.

Inside the Triskelion, the broadcast system was suddenly activated.

Steve's voice echoed throughout the building: "Attention, all S.H.I.E.L.D. personnel, please listen. This is Steve Rogers."

Everyone in the building stopped what they were doing.

"The rumors you've heard about me are true. But you need to know the truth—S.H.I.E.L.D. has been infiltrated by Hydra."

"Alexander Pierce is one of the leaders of Hydra. The true purpose of the Project Insight is to massacre millions of innocent people at once."

The entire building fell into chaos.

"That's impossible!" some Agents said in disbelief.

"The Captain is lying!" Hydra Agents shouted.

But more loyal Agents chose to believe Steve.

"I don't know how many Hydra spies are among you, or how many are innocent."

Steve continued, "But I believe in freedom, and I believe in justice. If you believe in them too, please stand up and fight with us!"

Natasha took the microphone: "S.H.I.E.L.D.'s classified documents have all been uploaded to the internet. Everyone can see the truth, including our dark history."

"It's time to end the lies."

The broadcast ended, and fierce fighting broke out inside the Triskelion.

Loyal Agents and Hydra members clashed in a chaotic melee.

At the underground base, three Helicarriers began to lift off.

The massive steel flying fortresses rose slowly, blotting out the sun.

"Target initiated," Pierce sneered in the control room. "No one can stop the arrival of the New Order."

But he didn't know that three Young Heroes were already in position.

Around the Triskelion, the battle erupted.

Peter wove through the buildings, his silver Webbing weaving a web in the air.

"Help!" An Agent, pursued by Hydra members, ducked into a dead end.

"Don't be afraid!" Peter dropped from the sky, his Webbing instantly entangling the pursuers. "I'm here!"

He kicked a Hydra Agent away and helped the injured S.H.I.E.L.D. Agent up: "Go, quickly, it's not safe here!"

"Th... thank you, Spider-Man!" the Agent said gratefully.

Peter's Spider-Sense screamed a warning: "Watch out!"

He shoved the Agent aside and dodged. A bullet grazed his shoulder.

"Damn, there's a sniper!" Peter looked up and saw a Hydra sniper on the roof.

He shot a strand of Webbing, swung to the roof, and subdued the opponent in a few moves.

Kate's voice came over the communicator: "Spider-Man, there are twelve civilians trapped at your three o'clock, they need evacuation."

"Copy that!" Peter immediately rushed toward the target location.

Inside the building, civilians huddled together in terror. Hydra Agents were about to burst in.

Peter crashed through the window, and his Webbing bundled all the enemies up like cocoons.

"Everyone, follow me!" Peter led the civilians in their retreat.

He used Webbing to build a temporary passage, allowing the civilians to safely evacuate from the side of the building.

"Oh my god, it's Spider-Man!"

"We're saved!"

The civilians excitedly followed Peter out of the danger zone.

A little girl pulled on Peter's hand: "Spider-Man, you'll protect us, right?"

Peter knelt down and said gently, "Of course, it's my duty."

In the next half hour, Peter rescued over thirty loyal S.H.I.E.L.D. Agents and evacuated more than two hundred civilians.

When Maria Hill was besieged by Hydra Agents, Peter arrived just in time.

"Deputy Director Hill, come with me!" Peter used his Webbing to pull her out of the encirclement.

Maria was shocked: "Did... did your teacher send you?"

"Yes," Peter smiled. "Teacher said you're important and nothing should happen to you."

Maria remarked with emotion, "Your teacher really is... extraordinarily capable."

Within a three-block radius of downtown Washington,

Kamala hovered in the air, hands held high, as a golden Energy Shield covered the entire area like a massive dome.

"So heavy..." Kamala gritted her teeth and persisted, sweat beaded on her forehead.

This was the first time she had maintained a shield over such a large area, and it was extremely taxing.

But she had to hold on, because thousands of civilians were evacuating within the shield.

Hydra Agents tried to flee but crashed into the energy barrier.

"Damn it, there's an energy barrier!"

"It's that golden girl!"

Kamala flew down, blasting an Energy Cannon: "Don't think about escaping! Your crimes end today!"

Several Hydra Agents were sent flying by the Energy Cannon, losing their ability to fight.

"Ms. Marvel!" the civilians on the street cheered.

"She's protecting us!"

"Evacuate quickly, don't hold her back!"

The civilians evacuated in an orderly fashion while Kamala focused all her attention on maintaining the shield.

As the Helicarriers rose, debris and wreckage flew everywhere.

A massive metal plate smashed toward the crowd.

"No!" Kamala pushed with both hands, and the Energy Shield condensed into a solid form, blocking the metal plate.

Boom!

The metal plate slammed into the shield, making a deafening sound.

Kamala was knocked back by the massive impact, but she didn't give up.

"I am Ms. Marvel!" she shouted, "I won't let anyone get hurt!"

The Energy Shield became even more solid, its golden light illuminating the entire block.

On the roof of the tallest building, Kate raised her Compound Bow.

Her tactical goggles displayed real-time footage of the entire battlefield, making the position of every ally and enemy clear at a glance.

"Spider-Man, there's an ambush at your three o'clock," Kate said calmly.

"Copy that!" Peter's voice came through.

"Falcon, watch out for the aircraft above you."

"Understood!" Sam responded.

Kate's arrows fired in rapid succession, each one precisely hitting its target.

A Hydra sniper was about to aim at Steve when Kate's arrow beat him to it, shattering his firearm.

"Sniper cleared," Kate reported.

Her fingers were as elegant as if she were playing the piano, but every pluck of the bowstring meant an enemy fell.

Rumlow led a Strike Team to ambush Steve, and Kate immediately warned: "Captain, a Strike Team is approaching from your rear, led by Rumlow!"

Steve turned just in time to block Rumlow's attack.

"Damn that Hawkeye girl!" Rumlow gritted his teeth.

Kate smiled: "Thanks for the compliment."

She fired three more arrows, hitting three Agents next to Rumlow.

"Captain, Rumlow has an injury on his right arm, that's his weakness," Kate continued to provide intelligence.

Steve attacked according to the tip and easily suppressed Rumlow.

Within half an hour, Kate had sniped over thirty key Hydra figures and provided over a hundred tactical directions.

She was the brain of the entire battlefield, coordinating everyone's actions.

The three Helicarriers had already lifted off and begun connecting to the satellite network.

"Countdown initiated," a technician reported in the control room. "In six minutes, the Project Insight will be fully activated."

Steve and Sam boarded the first and second Helicarriers, respectively.

Natasha also successfully infiltrated the first one.

"Are the chips ready?" Steve asked over the communicator.

"Ready," Natasha responded.

On the first Helicarrier, Natasha moved quickly, avoiding patrolling soldiers to approach the control core.

She opened the control panel and began swapping the chips.

"Replacement progress 3%... 50%... Complete!"

"Control of the first Helicarrier has been seized." Natasha breathed a sigh of relief.

On the second Helicarrier, Sam encountered more resistance.

Hydra Agents spotted him and launched an assault.

"Need backup!" Sam retreated while fighting.

Kate's voice came through: "Falcon, there's a ventilation duct to your front left you can use to escape."

Sam acted on the instructions and successfully shook off his pursuers.

But just as he was about to swap the chip, a Hydra fighter jet appeared.

"Oh no!" Sam dodged the attack.

Just then, an arrow flew from afar, precisely hitting the jet's engine.

Boom!

The jet exploded and crashed.

"Hawkeye, beautiful!" Sam said gratefully.

"Swap the chip, quickly!" Kate urged.

Sam quickly finished the swap: "Second Helicarrier, done!"

Steve and Peter boarded the ship together and immediately encountered the Winter Soldier.

"You again." The Winter Soldier stared coldly at Peter.

Peter took a fighting stance: "Hi, Metal-Arm Uncle, we meet again."

Steve said to Peter: "You go swap the chip, I'll handle him."

"But Captain..." Peter was worried.

"Trust me," Steve said firmly.

Peter nodded and swung toward the control core using his Webbing.

Steve and the Winter Soldier faced off.

"Bucky, I know you're still in there," Steve said.

"You have the wrong person." The Winter Soldier raised his weapon.

The two fought fiercely, sparks flying with every collision.

Steve was unwilling to hurt Bucky and held back at every turn.

The Winter Soldier, however, was merciless, every move lethal.

On the other side, Peter reached the control core.

"Found it!" He began swapping the chip.

But Hydra soldiers arrived and opened fire on him.

Peter's Spider-Sense was fully active as he dodged through the hail of bullets, his hands never stopping.

"Replacement progress 5%... 70%..."

Just then, the Winter Soldier broke away from Steve and charged at Peter.

"Watch out!" Steve shouted.

The Winter Soldier's metal fist swung toward the back of Peter's head.

Peter's Spider-Sense warned him, and he dodged at the last possible second.

But the Winter Soldier followed up with another punch.

Peter had no choice but to abandon the chip swap and turn to fight back.

"Captain, I can't hold him off!" Peter retreated while fighting.

Steve rushed over, his shield blocking the Winter Soldier's attack: " I'll cover you, keep going!"

Peter returned to the control panel: "Replacement progress 85%... 100%... Complete!"

"Third Helicarrier, done!" Peter cheered.

But just then, the Winter Soldier grabbed Steve's neck with his metal arm and lifted him up.

"Bucky... don't..." Steve said with difficulty.

Peter wanted to use his Webbing to save him, but the Winter Soldier was faster.

Just as Steve was about to suffocate—

"Bucky Barnes."

Levi appeared on the Helicarrier.

The Winter Soldier looked at Levi in shock, instinctively sensing danger.

"Let him go," Levi said, his voice not loud, but carrying an unquestionable authority.

The Winter Soldier hesitated for a second but eventually let go.

Steve fell to the ground, coughing violently.

Levi walked up to the Winter Soldier: "Your mission is over, go home."

He placed his hand gently on the Winter Soldier's forehead.

Golden light flickered.

The Winter Soldier's gaze went from cold to vacant, and then he clutched his head in pain.

"Aaahhh!"

"What is Teacher doing?" Peter asked worriedly.

"Clearing part of the brainwashing," Levi said. "While I can't fully restore him, it's enough so that he's no longer under Hydra's control."

A moment later, the Winter Soldier collapsed to his knees, gasping for air.

He looked up, his eyes no longer cold, but filled with confusion and pain.

"I... who am I?"

Steve helped him up: "You're Bucky, my friend."

Bucky looked at Steve, memory fragments flashing in his mind.

"Steve...?"

"Yes, it's me," Steve said excitedly.

Levi said to Steve: "Take him away, I will help him recover his memories periodically."

"Thank you," Steve said from the bottom of his heart.

"All chips have been replaced!" Maria reported over the communicator. "Ready to initiate the countermeasure program!"

"Execute!" Fury ordered.

The gun ports of the three Helicarriers turned simultaneously and began attacking each other.

Boom! Boom! Boom!

The massive explosions echoed through the clouds.
